"purchase of arms and ammunition from abroad and

then proceeding to request the Ministry of Foreign affairs to apply to the government of the country of

export or of the country of sale for permission for

shi ipment to China. This practice constitutes a

gross contravention of standing orders and it is therefore imperative that further prohibitive orders

be issued in the sense that local military organs or units which have occasion to arrange for the purchase

of arms, ammunition, and aircraft for military use

etc. from abroad and to request that the government

of the exporting or sup∙lying country be approuched

with a view to obtaining permission for the shipment

being made, must in every case submit the matter to

the Ministry of litar, Affairs for permission for

such purchase and for the transmission of any request to the inistry of Foreign Affairs for necessary action,

so as to avoid confusion and for the maintainance of

military administration".

This order must be complied with and orders to that effect have been duly issued by the Ministry of Military

Affairs. At the same time this Ministry have the honour to

request that you will take due note thereof and issue the

requisite instructions to your subordinate departments".

You are hereby instructed to take note of the above.
